5.     Massachusetts

Number five is Massachusetts, with 14.55 percent of its population consuming cannabis. Growing and keeping cannabis up to a certain limit is legal in Massachusetts.

According to studies, a massive 5.9 million people consume cannabis in the state of California. California has legalized the consumption of cannabis for recreational purposes.

Even though recreational use of cannabis isn’t legal in Florida, it ranks second on this list, with a population of 2.5 million people who use cannabis.

2.     New York

Number 3 is New York with 2.4 million people who consume cannabis where the consumption of cannabis, both for medical and recreational purposes, is legal.

3.     Texas

Ranking fourth on this list is Texas. Texas still hasn’t legalized the recreational use of cannabis, yet 2.3 million people consume cannabis there.

4.     Illinois, Washington, Michigan, Pennsylvania

All 4 of these states rank fifth because there are approximately 1.4 million people who consume cannabis in each state. All these states allow cannabis for recreational use except Pennsylvania.
